We don't get much rain here in Southern California so I wouldn't have much knowledge of that. We get 10 inches per year so it's pretty dry. We have to irrigate frequently or use a water timer on irrigation lines.
The holes in the leaves might be some kind of chewing insect or catapiller. Follow the directions and the Rotenone should probably take care of them.
