High-Altitude Desert Gardening

I live and garden in Flagstaff, Arizona. Flagstaff is at 7,000 feet above sea level and has an average rainfall total of about 20 inches. Unfortunatly this area has been in a severe drought for more that ten years, and the Ponderosa Pine forest is suffering because of it. Flagstaff is also in USDA hardiness zone 5, which I think is the same as Maine. I'd like to contact anyone that gardens in simular conditions.
